The Ministry of Health in collaboration with UN partners and the AIDS Information Centre (AIC) seek for services of a short term technical assistance to conduct a systems readiness in the 8 districts guided by the WHO building blocks of the health system with specific focus on 4 selected health facilities in the eight districts to establish capacity and patient flow models/processes in the context of SRH/HIV/GVB integrated service delivery. The Uganda AIDS Commission (UAC) and AIDS Information Centre-Uganda (AIC) in collaboration with AIDS Development Partners agreed to undertake the second macroeconomic impact assessment study of HIV&AIDS in Uganda. To this end, UAC with support from UNAFPA composed an inter-agency Technical Working Committee (TWC) for the second Macroeconomic Impact Assessment study of HIV&AIDS in Uganda.  Subsequently, the Concept Note/Business case and general terms of reference for developing the second HIV&AIDS Macroeconomic Impact Assessment study for Uganda were developed. It was further recommended that prior to implementation of the second Macroeconomic Impact Assessment, selected detailed diagnostic studies be carried out. They include:

  • Evaluation study of the effect of the 2007 macroeconomic impact assessment study of HIV&AIDS on Uganda’s development processes.
  • Assessment study of the evolution, efficacy, effectiveness and impact of the institutional coordination and partnership arrangements for delivery of HIV&AIDS national response.
  • Analytical assessment of the adequacy and impact of selected programmatic interventions on national HIV&AIDS response.
  • Diagnostic study of the Determinants and Trends of HIV&AIDS spending in Uganda.
  • Impact assessment study of HIV&AIDS on household poverty
  • Systematic analysis of the epidemiological and demographic characteristics and trends of HIV&AIDS in Uganda for the past 10 years
